The complainant has alleged that she has been repeatedly gang-raped by one man named Lalit and his associates. The matter has been reported to the police but the police is also helping the culprits. The petitioner stated before the Magistrate that she had left the house of her parents on her own and was not kidnapped by anyone. Presently, she is residing with her friend and she does not want to disclose his name. The case is pending investigation. The machinery of law has been set in motion in this case. Direction issued by the Commission Ms. Shirin Shabana Khan, a Human Rights Activist, forward to the Commission, photocopy of a news report clipping on the suicidal death of a minor girl. English daily `Tribune' of 19.02.2012 carried this news report under the caption "Girl commits suicide after molestation". As per this report, a minor girl was molested by the culprits in Bhalswa Dairy area, West Delhi, and after returning home she committed suicide by consuming poison. Pursuant to the directions of the Commission, the Additional Commissioner of Police, Vigilance, Delhi, has sent his report dated 25.05.2012. As per this report, Ms. Parul Khanna, a student of 11th standard and Ms. Arti Kashyap, a student of 9th standard, were forced to accompany one Rahul Kumar and Rishabh. Rahul Kumar was known to Arti Kashyap. They were taken to a house in the area of Bhalswa Dairy, Jahangirpuri, Delhi, which was facilitated by one Smt. Chanda @ Binda. There Ms. Arti was sexually assaulted by Rahul and Parul was molested by Rishabh. Thereafter, Ms. Arti committed suicide by consuming poison. On the statement of Ms. Parul Khanna, FIR No. 87/12 U/S 363/365/342/506/354/376/120-B IPC was registered at Police Station Prashant Vihar. All the three accused have since been arrested and they are in judicial custody. The exhibits have been sent to FSL for forensic examination and the report is awaited. It is further stated that after investigation the accused shall be chargesheeted. The incident is of 17.02.2012 and the police promptly recorded FIR on 18.02.2012. The case is under investigation. No negligence having been committed by the police in the mater, no further intervention of the Commission in the matter is required and the case is closed.
